L’un des problèmes majeurs auxquels se heurtèrent le gouvernement provisoire et avant lui le régime tsariste était le financement des commandes extérieures, sans lesquelles il était impossible de mener une guerre dans la durée et de soutenir les infrastructures en plein délitement, en particulier les transports. La situation s’était encore compliquée au moment où les États-Unis avaient interdit l’accès de leur marché financier à l’Empire russe en raison de la question juive. En avril 1917, ils furent les premiers à reconnaître le nouveau pouvoir en Russie. Le gouvernement russe put alors s’approvisionner aux États-Unis sur le compte des crédits britanniques. La question du financement semblait résolue, du moins en théorie. L’article analyse les conséquences de cette situation et le rôle de l’argent qui manquait parfois à un moment crucial de l’histoire de la Russie, entre les deux révolutions de Février et Octobre 1917.

One of the major problems faced by the provisional government and before it by the Tsarist regime was the financing of external orders, without which it was impossible to wage a war over the long term and to support the crumbling infrastructure, especially transport. The situation had been further complicated when the United States had prohibited the access of its financial market to the Russian Empire because of the Jewish question. In April 1917, the United States was the first to recognize the new power in Russia. The Russian government was then able to obtain its supplies from the United States from the British credit account. The question of financing seemed to be resolved, at least in theory. The article analyses the consequences of this situation and the role of the money that was sometimes lacking at a crucial moment in Russian history, between the two revolutions of February and October 1917.

Речь пойдет об одной из ключевых проблем, с которой столкнулись сначала царское, а затем Временное правительство – финансирования внешних заказов, без которых весьма сложно было вести длительную войну и поддерживать разваливающуюся инфраструктуру, прежде всего транспорт. Ситуация осложнялась тем, что при царской власти американский финансовый рынок для России был закрыт (в связи с еврейским вопросом). В апреле 1917 года США первыми признали новую власть в России, и теоретически вопрос с предоставлением кредитов должен был решиться без особых проблем, тем более что основные заказы российское правительство размещало в США за счет британских кредитов. Что из этого получилось на самом деле, и какую роль деньги (или их отсутствие) играли в событиях, разворачивавшихся между Февралем и Октябрем и предполагается обсудить в докладе.
