Giulio Douhet: His Impact and Relevance on American Air Power Doctrine and Education from the Air Corps Tactical School (ACTS) Through Today

This paper intends to examine the impact of Giulio Douhet on American air power thinking and doctrine from his earliest translations to his continued relevance today. By using three other “American” air power thinkers, it demonstrates how Douhet did or did not influence their work and what credit each of them gave to the air power theorist. This paper argues that The Command of the Air today remains an important text for two reasons. One, is that it is still considered the “first” book on air power theory. The second, and more ephemeral reason, is that Douhet’s influence can be found in Mitchell, Seversky, Warden and every other American scholar of air power theory, history, and doctrine and thus, his influence can still be felt and seen in every new generation of US Air Force officers. His direct applicability to studying air power in the 21st century remains completely necessary.

Italian major general Giulio Douhet, an artilleryman by training, a staff officer, and commander of the Italian army’s first aviation corps, is known as of the first supporters of an independent air force and one of the pioneers of Air Power theory. This article follows his theory on strategic bombing from its birth to its maturation, from his very first writings on aviation in 1910-1911, which were not particularly revolutionary, to those of 1915-1917, which prefigure his most famous book, Command of the Air (1921, trans. 1942) in which he suggests a radical space-time departure from classical land warfare. Over time, in fact, he shifted from thinking of strategic bombing as simply a support for warfare on the battlefield, to making the Air Force the priority, and finally exclusive. This unrealistic search for the decisive weapon, based on an axiomatic way of thinking, led Douhet to a genetic theory of war. While this theory may have been fascinating, and gained support from some American and British officers during the Great War, the entire history of contemporary wars disproves this idea.
