Conclusion

Two questions have haunted air power specialists who have studied Douhet’s military thinking for decades: what are the origins of his theory? What were the stages of its development? The (re)discovery of long ignored or neglected sources now makes it possible to better answer these two questions. Their study shows that Douhet’s strategic thinking did not begin with the publication in 1921 of his most famous book and that it was not fundamentally modified either by the publication of the 1927 enlarged edition or by his later writings. In fact, it was mainly elaborated in 1915-1916, within the framework of his diary and in memoranda addressed to the highest Italian military and political authorities.

A solidly established historiographical tradition, inaugurated in 1935 by the pioneering work of Colonel Paul Vauthier, a gunner on the staff of Field Marshal Philippe Pétain, rightly considers Giulio Douhet to be one of the main innovators of contemporary strategic thinking. However, this tradition does not fully account for the intrinsically paradoxical nature of the Italian general’s theory, which results from the combination of several apparently contradictory intellectual approaches. Founded on the identification and application of a few fundamental principles of war preparation and warfare, Douhet’s military thought can, in some ways, be considered profoundly classical; however, it is born out of the certainty that the development of military aviation is revolutionising the very form of warfare; finally, some of his writings are undeniably inspired by a visionary fantasy that seems more akin to political fiction than to strategic thinking oriented towards the search for realistic solutions.

From November 1926 to November 1933, fascist leader Italo Balbo, as under-secretary of State and then Minister of Aviation was a key supporter of the Italian aviation policy. Under his leadership, and in accordance with the orders and the personal desires of Mussolini, aviation is placed at the heart of the entertainment culture developed by the regime. Balbo not only carried forward the building of the military aviation fleet begun by his predecessor, General Alberto Bonzani, he also built up a political cult around aviation. This was the result of a powerful system of propaganda, led and controlled by Balbo in order to forge his image of the perfect reborn fascist man. He distinguished himself by learning how to fly a plane and flew not only for short trips across the peninsula but also for long journeys across the European continent and the Mediterranean and, in the early 30’s, by leading two transatlantic raids. By the time Balbo’s excessive propaganda and his increasing popularity led Mussolini to push him aside by naming him governor of Libya, the propaganda machine which he created and led is taken over by the Duce. From now on, he will the one to present himself as supreme pilot and will not hesitate to have a pilot licence granted to him in 1937.

The aristocratic loneliness of the aviator and its brave imaginary were at the heart of the story of air warfare for the broad public during the First World War in all belligerent countries. In the aftermath of the conflict, this paradigm inspired fascism in Italy and contributed to develop a ritual of sacrifice and commemoration that was part of the project to create a “new man”. This funeral cult had a dual origin: the nationalist propaganda built by the French press around the heroic figure of Georges Guynemer; the funeral orations composed by the poet-soldier Gabriele D'Annunzio in honor of Italian military pilots, especially the transalpine flying ace Francesco Baracca. With this ideological and rhetorical background, the fascist regime founded a triple liturgy. Under the leadership of Aviator Hiero Balbo, Under-Secretary of State and Minister of Aeronautics (1926-1933), it first began to celebrate fallen pilots’ contempt for death in air raids, and made for them great public funerals. The war of aggression against Ethiopia (1935) became an opportunity to spread a genuine mysticism of imitation and revenge of the few airmen who perished in these operations. From 1931 onwards, a mourning pedagogy was thereby developed, which gave to Mussolini an almost thaumaturgical gift of erasing the deceased airmen parents’ suffering, in the context of spectacular demonstrations enhancing the collective force of the Italian Air Force, where individual sacrifice was presented as the condition of the perpetuation of the national community.

Italian major general Giulio Douhet, an artilleryman by training, a staff officer, and commander of the Italian army’s first aviation corps, is known as of the first supporters of an independent air force and one of the pioneers of Air Power theory. This article follows his theory on strategic bombing from its birth to its maturation, from his very first writings on aviation in 1910-1911, which were not particularly revolutionary, to those of 1915-1917, which prefigure his most famous book, Command of the Air (1921, trans. 1942) in which he suggests a radical space-time departure from classical land warfare. Over time, in fact, he shifted from thinking of strategic bombing as simply a support for warfare on the battlefield, to making the Air Force the priority, and finally exclusive. This unrealistic search for the decisive weapon, based on an axiomatic way of thinking, led Douhet to a genetic theory of war. While this theory may have been fascinating, and gained support from some American and British officers during the Great War, the entire history of contemporary wars disproves this idea.
