Popular and Cultural Appropriations of Space: Towards a European Space Historiography

Until recently, in France, historical narratives dealing with outer space and space activities were mainly written by former professionals, keen on preserving the memory of this scientific and technological field. The paper aims at setting the historiographical and European context of recent historical works about outer space. It compares the emerging European historiography with the American one and points out the role of space institutions in its development. It also considers the different perspectives of French historical works about outer space and concludes by highlighting a cultural approach that seems to become more and more important in the European context.

Why go to Space? Justifications, Motivations and Contributions to the Contemporary Debate on Space Power

In recent years, the question of the motivations and drivers behind space exploration has made a remarkable return. There are a number of reasons for this: from the “normalization” of the space sector that has taken away the “glorious” character of space and with it a specific identity, to the arrival of emerging countries and other “new” space programs adopting paths of emulation as well as finding new ones, thus raising questions which incumbent space powers have lost the habit of answering. The question of the “why” may well be increasingly important, its assimilation is still imperfect however. This article aims at carefully investigating the relevant literature. It does so by showing that research on the topic can be classified into three major approaches: justification, compelling rationales, and connection. This presentation allows making a broader distinction between the conquest of space for itself and for another goal. The article concludes with the case of French space program to demonstrate the added value of international relations theories.

Space is often presented as a single and homogeneous area. However, it is composed by distinct regions. Among these regions, deep space is mainly oriented to exploration and discovery. An extensive bibliography is already describing human activities that take place there. Through history, geography or futures studies, it describes an environment where humans rarely set foot and where the immediate and geopolitical concerns are low. This bibliography has its own codes, including a strong prospective dimension. It also has its own publishing dynamic and its own audience. This bibliography requires a series of questions and opens track for historiographical and historical studies that examine the connection that human societies have with this deep space.

This paper explores the spatial, political and economic logics that led to the foundation of various laboratories devoted to space research in France between the 1960s to the 1970s. In Toulouse, an organized decentralization, combining some technical components of the CNES with major aeronautical schools, is largely supported and determined by local forces. The Marseilles Astrophysics Laboratory was born from a conjunctural association with the Aeronautics Department, apart from major regional development initiatives. Conversely, the Ionospheric Research Group, based in Orléans, is totally caught up in the decentralization policy of the 1960s, aiming at rebalancing the scientific forces on the territory. These three cases help to characterize very different forms of spatial planning by the establishment of scientific resources. Indeed, there is no uniform historical model to describe the geographical distribution of space skills. The transfer (or creation) of space research institutions depend on operations which sometimes are only a small part of broader spatial planning policies, but they may also emerge from very specific local logics.
