Founded on a bi-national basis between Italy and France and with an original joint venture (an Economic Interest Grouping), the ATR bi-turboprop aircraft programme, launched in 1981, makes the Italian aeronautical industry a major industrial partner alongside France for the production of civil transport aircraft. Its industrial organisation is deployed mainly in the south-western part of France and in the Italian region of Campania, but generates more marked industrial spin-offs for the French part from the consortium's Toulouse headquarters. ATR has become the world leader in the construction of propeller aircraft for regional transport with a strong market base in developing countries. It is now faced with the challenges of innovation linked to "decarbonised" aviation and with an adaptation of its corporate governance.

The Airbus Project Consolidates the Choice of Toulouse as the French Capital of Civil Aeronautics (1917-1970s)

The relationship between Toulouse and aeronautics began more than a century ago with the production of the Salmson 2A2 observation aircraft in the new Latécoère factory in Montaudran from 1917. From these beginnings there has always been a complex relationship between the role of the state and that of local actors (politicians, business leaders and workforces) which is the central theme of this article. Three successive chronological phases can be distinguished: 1917 to 1945 corresponds to a period during which there were the many initial doubts; 1945 to 1976 saw several ups and downs (Latécoère 631, Languedoc, Armagnac, Caravelle and Concorde); and, finally, commercial success came with the Airbus programme despite its difficulties of the 1970s. Toulouse and its suburbs benefited from the evolution of alliances – particularly when Germany took over from the UK – and, progressively, it asserted itself as the major centre of French, European and eventually the world’s civil aeronautics industry.

Aeronautical and space activities have spread strong myths about the conquest of the sky, space and control of time. The economic trajectory of Toulouse has been characterized for a century by the development and consolidation of aeronautical and later on, spatial activities which have given a techno-scientific coloration to this city, quite unique in Europe. Moreover, this industrial specialization has contributed to the development of a specific urban mythology, sustained and renewed over time by local figures in aviation, construction and aeronautical testing, and today space flights. Toulouse's productive system, as well as its territorial roots and its important functions of innovation all contribute to the renewal of a mythology associated with aerospace productions in general and with representations of the city in particular.

Occupations and technical changes in the Toulouse aeronautics industry from 1960 to 1980

Between 1960 and 1980, while France is going through a significant crisis of work, numerous technical and technological changes occur in the aviation industry - especially through the development of data processing - and transforming professions and the nature of work. All professions are affected by these changes, but all have not experienced the same trajectory. Thus, through the study of some representative careers in aviation industry (tracer, boilermaker, lathe and milling machine operators), we were able to determine the various possible consequences of technical change: loss of jobs, development of expertise, downsizing, introduction of new working methods, opportunities for social promotion in some categories, improvements in working conditions, etc. Although the interpretation of these consequences may be different, depending on individuals and their feelings or personal history, one should keep in mind that the modernization of the means of production was an unavoidable trend to increase productivity.
