      <link>http://interfas.univ-tlse2.fr/nacelles/1213</link>
The organization of the Air high command during the Battle of France was one of the factors explaining the French defeat in 1940. It changed several times from the creation of the Air Force in 1933 until the invasion of May 1940. While the Air Force had to find the forms of an organization adapted to the use of air power, airmen were faced with the requirement, written on its baptismal certificate, to distinguish between air forces assigned to support land armies and air forces intended to operate independently. This article examines the role of these two key factors in the organization of the Air high command – on one hand the need to preserve the Air Force’s ability to act immediately by distinguishing command of troops from command and services and on the other hand respect for the principle of unity of action while adopting a dual organization intended either to support land forces or to fight independently – by first examining the organization of the Air high command before the declaration of war, then its establishment at the time of the declaration of war and, finally, its evolution during the Phoney War. </description>
