Giulio Douhet: His Impact and Relevance on American Air Power Doctrine and Education from the Air Corps Tactical School (ACTS) Through Today

This paper intends to examine the impact of Giulio Douhet on American air power thinking and doctrine from his earliest translations to his continued relevance today. By using three other “American” air power thinkers, it demonstrates how Douhet did or did not influence their work and what credit each of them gave to the air power theorist. This paper argues that The Command of the Air today remains an important text for two reasons. One, is that it is still considered the “first” book on air power theory. The second, and more ephemeral reason, is that Douhet’s influence can be found in Mitchell, Seversky, Warden and every other American scholar of air power theory, history, and doctrine and thus, his influence can still be felt and seen in every new generation of US Air Force officers. His direct applicability to studying air power in the 21st century remains completely necessary.

A solidly established historiographical tradition, inaugurated in 1935 by the pioneering work of Colonel Paul Vauthier, a gunner on the staff of Field Marshal Philippe Pétain, rightly considers Giulio Douhet to be one of the main innovators of contemporary strategic thinking. However, this tradition does not fully account for the intrinsically paradoxical nature of the Italian general’s theory, which results from the combination of several apparently contradictory intellectual approaches. Founded on the identification and application of a few fundamental principles of war preparation and warfare, Douhet’s military thought can, in some ways, be considered profoundly classical; however, it is born out of the certainty that the development of military aviation is revolutionising the very form of warfare; finally, some of his writings are undeniably inspired by a visionary fantasy that seems more akin to political fiction than to strategic thinking oriented towards the search for realistic solutions.

The Outsider: Giulio Douhet and the Italian Army

The paper explores airpower advocate Giulio Douhet (1869-1930) as member of the Italian Army and argues that he was a brilliant outsider whose strategic concepts were never accepted by either Army or Air Force. From 1905 Douhet followed a pattern of putting forward still imperfect ideas, of receiving rejections, of making fresh unofficial attempts, of being criticised by experts and of making strong public responses. The WW1 clashes over the development of Caproni bombers, the conquest of Gorizia and responsibility for the Caporetto disaster turned Douhet from brilliant cadet into controversial pundit and militated against the innovative ideas he proposed. While his theories are generally presented as Italian Air Force official doctrine, Douhet always remained an outsider and resorted to courting Fascism to re-enter military aviation. But although eventually promoted to general, Douhet was never recalled to active duty and remained a much-debated polemist with little impact on policy and strategy.
